VIP is a 2018 Initiated Constitutional Amendment. This effort is designed to strengthen the initiative processes in South Dakota by ensuring that any vote that repeals a successful ballot initiative must under allow for the option of a referendum vote. This amendment also ensures that the Legislature must have 2/3rds votes in both houses to repeal any initiated effort that has passed by elector votes up to seven years after the initiative was passed.
The South Dakota Initiated Measure was the first of its kind in the country. Since that time, voters in the state have utilized their power to promote the public interest with measures and amendments the majority of their voting peers have agreed should be law. This amendment helps to protect that right by adding protections for voters when the state legislature repeals successful initiative efforts. Any repeal of an initiated measure or amendment that has successfully passed must be sent back to voters for their ratification and approval.
Primary sponsors Roxanne Weber, Pierre, SD, and Nicholas Rasmussen, Sioux Falls, SD, have worked hard over the past year to educate voters on the need for reform in our Legislative imitative process. They will continue to do so during the 2017-2018 election cycle with non-partisan forums, non-partisan educational events and in tandem with non-profits and organized citizen's groups. This amendment represents a simple, clean, and effective way to preserve voter initiative efforts in this state; both Roxanne and Nicholas are proud to be offering voters this ballot option in 2018.
